Evaluation of Government-Funded Job Programs
The evaluation of government-funded job programs is based on Article 13-2 (Efficiency of Government-Funded Job Programs) of the "Basic Employment Policy Act" to objectively assess the performance of central government departments' funded job programs and provide feedback for policy improvement.
Beginning with job program monitoring, we started evaluating direct job creation programs in 2014 and expanded the evaluation scope to include employment insurance programs in 2016. Following a pilot performance evaluation of all types of job programs in 2017, we have been conducting performance evaluations of government-funded job programs since 2018, contributing to the government's goals of enhancing public perception of government job programs and efficient utilization of national finances.
Additionally, based on annual evaluation results, we select subjects for in-depth analysis and conduct thorough research to propose policy improvements, including analyzing program effectiveness and suggesting enhancements for underperforming programs.

Support for Region- and Industry-Specific Job Creation
To effectively operate the Ministry of Employment and Labor's "Region- and Industry-Specific Job Creation Support Program" (hereafter "RISJC"), we manage the selection and evaluation of local governments, conduct monitoring, provide consulting services including proposing business models and sharing best practices, and perform research on improvement measures.
What is the Region- and Industry-Specific Job Creation Support Program (RISJC)?
A program where the Ministry of Employment and Labor selects and supports local governments through open recruitment, enabling them to become the leading entities in planning, managing, and operating job programs tailored to regional characteristics.
We also facilitate communication and cooperation between the Ministry of Employment and Labor and local governments to ensure the smooth operation of RISJC. We provide policy management support and intermediate management to the Ministry of Employment and Labor while offering planning and operational support for regional projects to local governments. We gather and convey difficulties and suggestions for improvement from each entity. Through these efforts, we contribute to stabilizing regional labor markets by addressing labor market issues such as expanding regional job creation, resolving labor shortages, and responding to regional industrial crises.

Industry and Job Transition Response
The Industry and Job Transition Response project contributes to forecasting crisis-affected industries, workers, and regions due to industrial structure changes from low-carbon and digital transitions. It also designs labor transition support measures, such as customized job transfer support programs, by analyzing domestic and international labor transition cases. The 'Labor Transition Analysis Center' was established and designated according to the "Fair Labor Transition Support Measures in Response to Industrial Structure Changes" (July 22, 2021, joint ministries), and the project is being promoted based on this.
This project establishes a system to detect crisis-affected industries and regions early and systematically conducts various research tasks to support labor transitions. Based on these research results, it aims to effectively respond to changes in industrial structure and support smooth labor transitions for workers.

University Job Plus Center Monitoring and Performance Evaluation
The University Job Plus Center Monitoring and Performance Evaluation project provides comprehensive support for 'University Job Plus Centers' that enhance universities' capacity to support youth-specific employment services and assist youth in entering the labor market. It took its first steps in 2015 with support for 'University Job Centers' and has continued to support the project through consulting, monitoring, and performance evaluations since its expansion to 'University Job Plus Centers' in 2021.
Moreover, through National Task 90-2, "Innovation in Youth Employment Support," we have been supporting monitoring, consulting, and performance evaluation since 2023 for the 'Customized Employment Services for Students' project, which provides early intervention and tailored services through career design and counseling for youth at the student stage.

Private Employment Service Agency Consulting and Evaluation
The Ministry of Employment and Labor entrusts the operation and provision of employment services, such as the National Employment Support System, to private employment service agencies with capabilities and facilities to smoothly provide national employment services to job seekers and the public. In this regard, the Korea Employment Information Service contributes to improving service quality by consulting, evaluating, monitoring, and certification of excellent agencies for employment services provided by these institutions. This is operated through the following four projects:
The Employment Service Excellence Agency Certification System
A project to promote the quality improvement of private employment service agencies and help job seekers. Employers make rational choices of employment service agencies by evaluating and certifying excellent agencies among private employment service agencies that meet certain conditions.
The Employment Service Excellence Agency Post-Management Monitoring
A project that monitors whether certified agencies maintain and manage the operational plans, processes, systems, and compliance with regulations used during certification.
The Private Consignment Employment Service Performance Evaluation
A project operated to objectively evaluate and provide feedback on the performance of annual private consignment employment services to enhance service quality and satisfaction.

Public Employment Service Agency Consulting and Evaluation
We conduct consulting, evaluation, and monitoring to enhance the service quality of public employment service agencies represented by Employment Welfare Plus Centers. Specifically, we survey and analyze public satisfaction and quality of public employment services, provide consulting based on the derived implications, and conduct performance evaluations to ensure continuous improvement and feedback.
The Employment Welfare Plus Center Employment Service Quality Index Survey aims to provide customized employment services and improve service quality by identifying the needs, satisfaction, and dissatisfaction of Employment Welfare Plus Center users (job seekers and hiring companies).
Job Placement Performance Monitoring is a project that supports improving the quality of job placement performance and fair evaluation of job placement agencies by monitoring the accuracy of performance records processed as either placement through counselor assistance (assisted placement) or self-placement (individual placement) among those who found employment through WorkNet.
The Employment Field Evaluation of the Ministry of Employment and Labor's Local Offices (Employment Welfare Plus Centers) aims to manage employment service performance and improve quality by conducting performance evaluations in employment-related areas (WorkNet job placement performance, vocational skills development, unemployment benefits, work-life balance support, business support, etc.) for the Ministry's affiliated organizations (local offices, Employment Welfare Plus Centers).
